There are different categories of sound attenuation: sound/air insulation, resonance sound insulation and sound/air absorption.
A simple explanation is that air-bound sound is insulated/absorbed by a cell-structured material on a plastic and/or rubber basis. The important factors are thickness, density (kg/m3) and the structure of the material.
Resonant sounds (= vibrations) are caused by e.g. a metal plate oscillating and are prevented by using a sandwich design (lamination of several material types), or by using a heavier material, e.g. bitumen (matting).
